After 5 years, Authorities have not been able to bring Juan Manuel Cassillas Arrellano to Justice

On the morning of June 8, 1999, seventeen-year-old Olivia Munguia and her cousin, fifteen-year-old Jessica Zavala were shot to death as they walked to school in Lynwood. The killer fled to Mexico, but because Mexico doesn't extradite suspects facing either the death penalty or life in prison without parole, US. authorities have not been able to bring him to justice.

The Los Angeles County district attorney's office is putting up a website to increase awareness of the issue and put pressure on government officials. The website provides descriptions of several cases, Mexican extradition law and links to politicians' websites.
