Plaza Mexico Proposes 100 Million to 200 Million Investment on Long Beach Blvd

Lynwood, CA - According to the owner of Plaza Mexico, Donald Chae, Plaza Mexico has invested over 50 million dollars in the shopping center, a figure, that he says, has not be equaled by anyone in 30 years. While they have no contracts with any major retailer, Mr. Chae argues that Plaza Mexico will bring high quality businesses to Lynwood. Plaza Mexico has brought at least two major firm names, Home Town Buffet, and Chucky Cheese's, and recently, La Curacao.

I KNOW FOR FACT THAT PLAZA MEXICO IS GOING TO GET THE PROPOSES APROVE., MR DONALD CHAE HAVE THREE COUNCILS,THAT SUPPORT HIM. FERNANDO PEDROZA,LOUIS BIRD,LETI VASQUEZ AND THAT IS A 100% TRUE!!!!!!!!

Well Donald Chae had a big 5 de Mayo celebaration. Who paid for all those Sheriff's? I know Donald did'nt we did. Also they were asking people to sign petition and giving false statements that they were going to have big tenants and the project will be finished in 2 years.

Signing petitions means nothing to the Council.

They can bring 20,000 signatures if they'ld like, that's not going to correct the violations!

It was a big celebration. It showed everyone that Lynwood is not ready for those types of events. Traffic was terrible, people from outside of Lynwood parking on city streets leaving residents without parking, buses being diverted, confusion, delays. Good question, who pays for Sheriffs? I thought we didn't have enough money. If we're getting extra sheriffs to patrol Plaza Mexico, what is the point? If Chae says he'll invest 100 to 200 million, he needs to allocate some of that to pay for additional sheriffs. All the people that come from all over to Lynwood are destroying our streets.

I really enjoyed the event, but parking was horrible. I saw people parking all the way to Alameda. If Plaza Mexico gets the contract council must ensure that they:
get mayor tenants
complete project within 1-2 years

Also, I heard they are bringing a movie theathre, is that correct?

Parking was very bad. The closed down most of Plaza Mexico parking lot for there event. Come on shouldnt the city try and organize the event before hand. Also Donald Chae that's enough for you to have Plaza Mexico why don't we try another developer who can bring a better project with better stores. Good example look at El Paseo in South Gate nice stores and good parking.....

The event was very good, but very poor planning. It absorbed all resources: city staff, sheriff, etc. During the meeting, the other developers mentioned commitments from Target, Ross, and others. The guy that was with Chae threw in the movie theater, much in desperation in my opinion. They realized at that moment that they have no commitments from any big names. The movie theater would be located west of Plaza Mexico on Imperial Hwy, where the KK building is at.(in response to the question above)

Plaza Mexico has build a track record of inconsistencies in our city. I find it hard to believe that they will ammend their ways once they get the contract. I don't see how they will improve in this project when they haven't even corrected the violations they have in their current one.

It seems at times that Chae is biting more than he can chew. The council should give Chae the opportunity to vindicate himself by finishing what he started first. We as a community could really benefit from competition (it was mentioned by someone else already).

Donald Chae and Plaza Mexico have set a 20 year pattern of disregard for local and state laws, and this pattern of inconsistency has become very consistent. It is very unlikely that he could change 20 years of disregard for the law in a 2 year project.

Again, Donald, finish what you started first, and give someone else a chance. Instead of investing 100 or 200 million, invest 1 or 2 in fixing the problems you have, we'll see again in 20 years.

Plaza Mexico is more for people outside of Lynwood. For us, here in Lynwood, specially those of us who live close by, Plaza Mexico is a headache.

The purpose of this item is to have the City Council consider requests from Donald Chae (Plaza Mexico) to waive delinquent Business License Fees and consider eliminating business license fee increases that have been implemented since calendar year 2001.

Recommendation:

Staff recommends that the City Council select to deny Mr. Chae’s request to reduce business license fees for Plaza Mexico business operations.

Excerpt of Memorandum dated May 10, 2004 from Lorry Hempe to Honorable Mayor and Members of the City Council:

"A code enforcement case was opened against Plaza mexico (M&D Properties) as they were using a different company (Perez) to haul construction waste. Upon observation of the violation, the Code Enforcement Division opened a case and notified Plaza Mexico that the unauthorized trash containers must be removed and only Consolidated containers may be utilized."

"Plaza Mexico was resistant to the order as they had a contract with Perez and also claimed they were in compliance with Assembly Bill AB 939 for recycling construction materials."

Este desorden en Plaza Mexico, es del conocimiento de todos los residentes y es un verdadero descaro!!! No permitamos mas monopolio. Donald no llenas con lo que tienes que quieres mas y mas, mientras lo permitan los concejales pagados a tu disposicion. Lynwood necesita crecer decentemente sin gente corrupta. voto por el recall. Y por promover darle la oportunidad a otras companias, que entren a nuestra ciudad para ayudarnos no para fregarnos. Que nos sintamos orgullosos de decir vivo en la ciudad de Lynwood, pero no es asi nuestra ciudad no tiene un centro comercial decente, tiene un 'swapmeet' infestado de koreanos ofreciendonos productos de muy baja calidad a precio de centro comercial. ya es hora de hacer ese cambio. Oh Donald va a terminar de aduenarse de la ciudad, como ya lo esta haciendo a costillas de todos los borregos que lo siguen.Por ahi alguien dijo en la campana pasada a limpiar de gente corrupta, pero no quedo limpia sigue sucia, y bien sucia.!!!!!!!!!!!!!!!!!!!!!

Ayer ubo una junta comunitaria en la que dieron una carta donde le dicen todas las violaciones que tiene la market place/plaza mexico. es importante que lo pongan en esta website para que los residentes se enteren.

sorry but the fact is charles group is going to get the contract, just check and see who they supported in the last election. check county records it is public information.
also no lynwood money was spent on the cinco de mayo program not even the sheriff. look it up it is public information.

if m&d is aloud to complete the project across the street then the city needs to put restriction and follow through and make sure everything is done write. before they build anything else they need to build a parking lot. it is a shame that residents can't go shopping at there local market when he has his events. M&D needs to hire people who know about marketing and can speak english.

Does it mean that because someone gives a councilmember a "Campaign contribution" that the councilmember is obligated to support whatever project is brought to the table by that developer?

I don't think so! If council were to choose a developer like M&D with all the violations and the UNPROVEN HISTORY they have and M&D had contributed to council's campaign, ALL HELL WOULD BREAK LOOSE!

Let's not forget that the D.A. is watching closely and they're coming.

Regarding the Developers in question, and who the Honarable City Council Members are going to choose to continue the bulding of The "LYNWOOD DOWNTOWN"
If You normally read the Coucil agenda you will find on Agenda Staff Report titled DEVELOPER SELECTION CRITERIA on May 17.2005
It starts with!
N. Enrique martinez, Executive Director.
Louis Morales, Deputy Executive Director.
" BRUNO NAULS, Delveloper Associated.
If You have the Pedroza video tape like I do, you will find that Mr. Bruno Nauls is Paul Richards nephew.
Now the question is to the Lynwood City Council WHY!!
This Smells like a wrotten egg!!
Bruno is one of the peolple that Apprised/Negotiated the purchase of Homes/Business for the Lynwood Shool District as well.
It does not take a Rockette scientist to figuered it out.
Violations at the Plaza can be fixed
with an aggressive Licensing/Code Enforcement.
No Intervention from the City Council Menbers

Can someone tell me how Chae can claim that he has invested millions to build Plaza Mexico
when actually, it still is the old Montgomery Wards/Sears whatever...building from the 70's. Walk inside the main building it is still DA MARKETPLACE! PEOPLE WAKE UP! DO NOT JUDGE A BOOK ON ITS COVER.
