City Attorney to be Discussed in Closed Session

Lynwood, CA - Continuing Lynwood's tradition to replace the City Attorney every time there's a power shift, current law firm Beltran and Medina will be discussed in closed session. Traditionally, a new City Attorney is announced after the City Council emerges from closed session.

The truth be told Arnoldo Beltran has been enriching himself a the expense of Lynwood's taxpayers.
Lynwoodwatch reported extensively on his excessive billings. He also works as an Attorney for the Water Replenishment District of So Cal, there; the bills there are even more exorbitant. We, in Lynwood need public servants elected, appointed or contracted who can provide honest services. The City Council needs to replace this old crook with an honest and fiscally accountable attorney immediately!

Two things:

1st. Beltran does work for the water district. But so does Albert Robles (not South Gate's), and he was the City Manager that Vasquez, Byrd and Pedroza wanted to bring.

2nd. Why is now necessary to change the City Attorney and the Manager? Is it because they are not bending the rules enough for Leti and her buddies?

I personally don't like Enrique nor Mariana. But they went through a process. What happens to that process? Does it go to the trash now?

Johnson is a man of God (so we think, assuming all pastors are a man of God). I hope God has thought him the virtue of patience. If he goes with this, he'll prove to all of us that he's a puppet.
Than we'll know that we didn't elect a pastor, but a showman (the other half of pastors are that, showman).

Beltran was a result of a compromise. Time for change. The process is not thrown in the trash as suggetsed above, it is merely followed and started again to get the right people in. We need a Redevelopment Director and a Public Works Director. Why is it that we do not have Directors that are bilingual (spanish). Then a City Manager.

1st poster, get it straight. Beltran GAUGES our city. Someone completely new and neutral needs to be brought in. I wouldn't be surprised if this whole recall thing on Leticia was a premtive move from Beltran fearing he would lose the city.

all of you guys need to get your story straight.Byrd and Leticia want to get rid of Beltran because he prevented the council from committing fraud. Bevan Thomas sued the city. The US Attorneys office gave intructions to the city not to pay Bevan Thomas. The city was warned that if they did give him his first payment of $700,000 the city would also be committing fraud. Beltran negotiated to put the $700,000 in a seperate account for the city to gain interest until the investigation from the US Attorneys office was completed. A few weeks ago Bevan Thomas demanded payment from the city. Byrd and Leticia wanted to pay him, and Beltran simply reminded them why we couldn't. As you all should know Bevan Thomas has always been a contributor to Byrds' campaign along with Richards and Leticia. Beltran does not allow them to get themselves into trouble. Instead of thanking him they wanted to put Ron Wilson as the interim city attorney. Leticia is also looking for legal representation during the recall and she knows Beltran will say no. Open your eyes community. The people that need to go are the following:

Injustice is what Beltan has been doing with his expensive "legal" bills. This Stanford graduated thief has been raping our community. He must go. Ron Wilson must also GO! The city manager eventually has to go. Too many assistant managers, why?, I say get one good attorney, one who is not a Polanco, Leal, Ramon Rodriguez, or Beltran connected attorney.
Bevan should not get a dime.

Come on people,Ronal N. Wilson is already in the Lynwood Pay Roll system. Warrant # 6932 for Legal Services with total of $53,114.50. for December 2005. I realy don't care for consultants milking money from our limited resoources but every time some one gets fired it costs us Lynwood City Tax payers big money.
So Lynwood City Council can play their Musical chair game.
But we will lern when we get the bill!!

Crap! Why are Beltran's bills so high? Weren't many of those bills a result of requests by Leticia Vasquez?
Bevan Thomas, who's giving him the money (Byrd according to people close to him)? I hope he doesn't. Bevan Thomas has been convicted of corruption along with Paul Richards, he doesn't deserve the money he stole from the good citizens of Lynwood.
Leticia is doing everything she critized about previous administrations.

wrong, he does a lot of work. research, don't just talk. Beltran can only charge if the city gives him a case or file to review. the city manager is so afraid to make a mistakes he has Beltran reviewing everything. our council makes to many legal mistakes. maybe if they listen to Beltran when he advises them we wouldn't need his services as much. making money is not a crime. he is good at what he does. remember people LO BARATO SALE CARO. we have had other attorneys that charge the same and only get us into more trouble. remember Montgomery. where was everyone then.

I agree with the comment above. The only good thing about Montgomery were his deputy city attorney and his paralegal. Other than that, nah!!!

As far as Beltran goes, why doesn't the City audit the bills? Let's get some external agency to review them. Let them point out why the bills are so high. Then we'll know with more certainty whether he needs to go or he could stay.

No one has said anything about getting rid of the City Manager and we all see the warrant run and Beltran is way over budget. He was given a $400K budget and has billed $1.5 million. Think of the things we could have done with that money. He is laughing all the way to the bank at the idiots in Lynwood. Aide for Council....I don't think so. She follows Council around as if she belongs with them, watch her run behind them to try to be a part of everything they are doing.

Arnoldo Beltran nearly bankrupted the City of Bell Gardens. His yearly "Legal" bills were always over one million dollars. Where does all this money go? "Campaign contributions" to keep their co-horts in positions of power.

take a look at State and many municipal candidates campaign contribution reports, it's all there, you always find the following crooks "giving money to their puppet candidates.

Beltran & Polanco told Leticia Vasquez that if she hired Beltran as atttorney, that the "Latino Caucus" would make her the next Assemblywoman when Dymally termed out. That's why she voted back then, but later she found out she was lied to.

Fernando Pedroza was told that Beltran and Polanco were "friends" with D.A. Republican Steve Cooley, that as long as Beltran was city attorney and Polanco could "work" as a consultant" for Lynwood, that they were “protected” from prosecution.

Ramon Rodriguez was told the same thing. Maria voted as “told”
by Ramon Rodriguez

Crooked Louis Byrd, made a deal that he would vote for Beltran if his "boy" Ron Wilson could be the Redevelopment Attorney.

Ever since then greedy “ Arnie” and incompetent “Ronnie” have been overbilling and raping the Lynwood taxpayers.

Where’s Cooley? Is he going to do anything? Probably not, he’s bussy working on the emperor of nearby Vernon.

Will the FBI do something? Only if enough people compain, otherwise is “business as usual” in the Southeast.

As far as the city manager, the city needs an “efficiency supervisor”, to crack the whip at Enrique, so that he stops “delegating” his work to the excessive number of “assistant” city managers we currently pay for.

What can Cooley do?

Steve Cooley needs to do his job and prosecute crooks like Arnoldo Beltran who blatantly over bill the state and the municipalities who make the mistake of hiring him. When this D.A. does his job without regard as to who contributed to his campaign or is a "friend" of Supervisor Mike Antonovich and other supporters and contributors like him, then he would have the total respect of the people who know what is really going on in Los Angeles County politics.

The D.A., like all politicians has used and abused the power of his office to prosecute those who oppose and expose his political contributors and allies.

He campaigned with the promise to fight corruption at all levels of government, yet he has only shown the diligence to prosecute and persecute small time Latino and African American politicians.

He is a big disappointment. Like all politicians, he quickly found out that if he prosecuted big time political crooks, he would not get the support he needed for his re-election. I guess he just likes his job too much.

The LA D.A.’s office is a massive and dysfunctional bureaucracy, larger than any other, except for maybe the justice department. Alexander Pantages, Robert Mitchum, Charles Manson, the Hillside Strangler, the Night Stalker, O.J. Simpson, Robert Blake, the office has prosecuted them all. Boo hoo Cooley lost they didn’t prove their case. Now he has his panties in a bunch.

I guess Robert Blake didn’t make the required donations to get the prosecutorial favors that good political donors get, or he never would have been in this mess. Cooley’s decisions to pursue high profile criminal cases that had more publicity value, than legal merit are all self serving.

Steve Cooley is a perfect example of what is wrong with the American justice system. His egregious comments about the jury are a travesty. Presumption of Innocence, reasonable doubt, and actually proving his case are all concepts he publicly thumbed his nose to. Are our civil liberties even a consideration? Not in that jurisdiction. The community where he is elected should take notice.

The only justice served is the justice paid for: Remember the case of the cardiologist, Dr. Dawn Parveen Atwal, who was writing and filling prescriptions for Vicoden, under a patients name. When cardiologists defense attorney, Henry Salcido, who happened to be a major Cooley campaign donor and fund-raiser as well as a close friend. The lawyer was granted a one-on-one meeting with Cooley’s second in command, Chief Deputy Lawrence E. Mason. Afterward, Mason asked the Long Beach prosecutors to plea-bargain the case down to a simple misdemeanor.

What an idiot he is.

And then there's the LAUSD & D.A. COOLEY'S BELMONT COVER-UP
District Attorney Steve Cooley and officials of the Los Angeles Unified School District are still covering up criminal behavior and dangerous conditions, according to Ed Scott, a former member of the D.A.’s Belmont Task Force investigation of the ongoing Belmont High School construction project.

The system needs reform, the D.A.’s office needs to be either an appointed position or be filled by qualified candidate hired and supervised by a citizen’s commission to ensure the D.A.’s office IS NOT used for political prosecutorial purposes like it does now.

Steve Cooley has committed many abuses and miscarriages of justice when he has “chosen” not to prosecute many police brutality or abuse of power cases.

The only power we have as voters and citizens is to become involved and informed.

Arnoldo Beltran and anyone else who is raping our beloved and beaten city of Lynwood, MUST GO!

I do not disagree that the system could use a shakedown. I share in your concern for some of the CRIMES not prosecuted by the DA's office, but please do not advocate for an APPOINTED DA and really take the power of the people away.

There is civil service rules in place in the DA's office. Incase you are not aware, this means deputy DAs must have some minimal degree of qualifications.

With power comes responsibility. I think the voters when voting for the D.A. invariable wind up electing the candidates who spend huge amounts of money in promoting themselves, rather than the most qualified.
Look at Paul Richards, he re-elected almost at will, because he hard the money to in essence buy elections.
Had it not been for the Recall process he might still be in office.

Without campaign funding reforms, us voters will always be suckered by the candidates who can afford the most in advertising.

This democracy is not about qualifications or an even playing field, it's nothing more than a popularity constest.

That's why Cooley is in office and will continue to be in office. Specially when most politicians will contribute to his campaign war chest in the hopes of gaining influence and special dispensation to get away in some cases, with murder.

BINGO!!! The recall that ousted Richards was a VOTE by the people he represented for FAILING to do his job.

Politics is a game. Plain and simple. Contributions are support for a candidate and their policy positions or what they can advocate for while in office. I have seen many good candidates win grassroots campaigns with hundreds of $20 contributions. Mind you its local office and not Congress, but you get my point. Don’t hate on Cooley for having support, all politicians have support or they would never be elected and re-elected.

Now… I agree we don’t all have the same clout. Some of us are able to contribute more. Some of us pool a lot of resources together and through a PAC become very influential. But is that such a bad thing. If I worked hard to make my $$ shouldn’t I be allowed to spend it advocating for political campaigns and causes important to me… Or should my contribution be limited the $20 because that is all you could afford in Lynwood for a Lynwood election. This is where we run in to serious freedom of speech issues.

Appointments, like you advocate for, are ripe for corruption because of the obvious oversight issues. At least… You better believe Cooley is well aware of his “popularity” in the County, because people like me and you could CHOOSE TO ELECT HIS OPPONENT next time. But he’s done; if I’m not mistaken he is termed out after this term. And there is OUR chance as voters to elect new blood.

I hope in your real life, outside the blogosphere you don’t masquerade as a liberal.

The recall was NOT a "grass-roots" effort. It was paid for by Waster Management, El Farallon, Ramon Rodriguez among others. They hired Marta Samano a professional political activists to oversee it.

The final nail on Richards coffin was executed by Maria Santillan who hired a professional consultant at Michael Montgomery's reccomendation. Who large wrote and designed Maria Santillan's mailers.

Lynwoodtruth.com has it right, although their deatils would only be known to Maria Santillan & Ramon Rodriguez inner circle.

I agree with the comment that the recall that ousted Richards was NOT really the people's doing, but that of special interests manipulating the voters. In this case for a just cause, while in others without merit and for pure political reasons. Such as the case of the recall in Southgate of Councilman Bill DeWitt.

I think what is being said here, is that the system is broken, when it allows politicians to overbill the taxpayers or in the case of the D.A. when he abuses his authority, by being selective as to what cases he prosecutes.

City Attorney Arnoldo Beltran is part of that corrupt system. I have seen some of the bills from Bell Gardens and Lynwood.

Maybe Lynwoodwatch.com will have the courage to post them and not justify them as legitimate, as they usually do when they "like" the corrupt politician or public servant in question.

it was my understanding that Pedrosa was the one who brought Beltran to Lynwood and that Beltran contributed largely to Pedrosa's campaign. Vasquez is not being recalled by the people of Lynwood but by the same political organization that wants to own these small southeast cities. the South Gate residents warned Lynwood about Beltran before he was hired...they told us that he would litigate endlessly and never go to court on any case. i guess they were right.

Well, I wouldn't judge the Reverend just yet. Give him a chance to get his feet wet. He's still in the honeymoon stage. I believe he will soon figure out who's who. I guess ignorance is bliss?

If Pedroza brought Beltran over, then Pedroza made a mistake. The question would be, will Pedroza continue to defend and promote this crook?

If he does, he will suffer the wrath of the people of Lynwood. Enough is enough!

If Fernando has indeed learned somthing from his 4 years in office, he would focus on keeping his campaign promises. He promised employment opportunities, better safety and affordable housing. He better put his effort where his mouth is, rather than protecting the crooks that he has brought in.

Let me share my research with you ignorant people.

Beltran has made $1,500,000.00 in the last 2 years. Divide that amount by 24 months and that gives you $62,500.00 a month. Beltran doesn't work alone he has a staff. Remember we also use his services on the planning commission. We have had the DA, US Attorney and FBI at city hall. In my opinion he has earned his pay. When you see his invoice it has an itemized billing that includes what staff member worked on the file and how many hours. Ron Wilson doesn't do that but that's okay with Leticia. If Leticia and you other idiots thaught that he was making too much money why didn't anyone contest the billing. I'll tell you why, because it is our council who gives him work. You can't be paid for services you don't provide.

So again my people don't go with the chisme do your damn homework. This is Leticia Byrd Richards and Thomas trying to take control of city hall by making Ron Wilson the interim city attorney. If Wilson was the attorney he would pay Bevan Thomas ignoring the US attornays office, he would approve legal representation to Leticia during the recall, and give SELAC and Muriel Estates back to Arnold. Bevan Thomas needs the money for Richards appeal and for Mr Byrd's soon to come legal fees.

By the way shut up Leticia I know it's your dum ass trying to fool the community.

I don't even think, Leticia or Byrd really understand how subtle the power play is being handled by Richards.

Mr, Byrd being a loyal man, is simply trying to help his buddies. What he needs to get through his old head is that this favor could land him in jail.

Retire with grace Councilman Byrd. Don't do anything foolish.

Fire Beltran, but open up the process so that Lynwood can finally have an honest and not politically aligned city attorney.

We will always have a city attorney with political ties no matter what we do. These attorneys practice municipal law. Therefore they all know each other, since they are the same ring of associates. The council does the hiring, so they will always vote for the one that will benefit them. What we need to do is continue to attend the meetings and show the council we are informed and are watching. Most of us just write chisme on this blog but never really take the time to do our own research or even attend a council meeting. How many of us really read the complete agendas along with the DDA's that are being discussed. Not many I guarantee. The person that called us ignorant is right. But I will tell you that we have the power of stopping the chisme. Let's do real research. I challenge this blog to start giving us links to the DDA's of the controversial project for the community to read on their own.

There is nothing going on in the city to merit such high legal bills. Think about it, what is happening in Lynwood to have such high legal bills from both the City attorney and the agency attorney. How is watching these guys or is it just carte blanc. What is the city attorny doing reviewing every memo that comes out of the city manager's office. If so, why do we need a City manager. Why don't they have that that lazy slow footed Autra do something and have her atleast review the bills. Maybe the city attorney could assist her and bill for his assistance. Wake up people.

You call her corrupt, but fail to give one example (with proof) of a corrupt act... You call her racist, but fail to give ANY example (with proof) of a racist act... sounds like you have a personal problem with her, which makes me wonder what your REAL motivations are!!!

You don't speak for all city employees. I happen to like our Mayor Vasquez. She was the only Councilmember to speak out against only giving "certain employees" raises. She said everyone deserved an equal chance to get a raise. She also gave us educational financial incentives so we could go back to school and get a degree. These are just two examples. But I'm sure whatever she does you will find a way to bash her, so I won't go on.
She REALLY does care about us and her proposing to the rest of the Council to give the days off is just another example, even if idiots like you benefit. She knows how to rise above people like you!
